Arizona is one of the simplest states to use a VA loan in on paper, because every county sits at the same loan limit, and one of the trickiest in practice, because community property rules pull your spouse into the file and the houses here come with pools, evaporative coolers and septic systems that the appraiser has opinions about.

I am licensed in Arizona and I work with buyers from Phoenix and Tucson to Flagstaff, Yuma and Sierra Vista. Below you get the answer first, then the VA rule behind it, with a clear line between what VA requires and what one lender added on top.

What is a VA loan, in plain English?

A VA loan is an ordinary mortgage from an ordinary lender, with the Department of Veterans Affairs guaranteeing part of it. That guaranty buys you terms no other program offers.

  • No down payment with full entitlement.
  • No monthly mortgage insurance, which is normally the difference between a VA payment and an FHA payment at the same price.
  • A one-time funding fee of 2.15 percent on a first use with nothing down, financeable, and waived if you receive VA compensation.
  • Residual income underwriting, which counts real leftover dollars rather than only a ratio.
  • Reusable entitlement and an assumable loan.

You need a Certificate of Eligibility, which I pull electronically in a couple of minutes. Guard and Reserve members with qualifying service and surviving spouses receiving VA benefits can be eligible too.

“The following persons are exempt from paying the funding fee: Veterans receiving VA compensation for service-connected disabilities.”

If you draw VA compensation, nobody should be quoting you a funding fee. On a $420,000 Arizona loan at the 2.15 percent first-use rate, that is about $9,030 that never gets added to your balance. The exemption also covers veterans entitled to compensation but for retirement pay, those with a pre-discharge rating, and certain surviving spouses.

What does a VA loan actually get you in Arizona?

It gets you into a market that has cooled enough to negotiate in. The greater Phoenix median sales price was $445,000 in August 2026, roughly 1 percent above a year earlier, with a median 64 days on market, according to ARMLS. Days on market in the sixties means sellers are taking concession requests seriously again, and on a VA loan concessions are how you turn a zero-down purchase into a low-cash purchase.

The loan limit picture is the easiest in the country: all 15 Arizona counties sit at the 2026 baseline of $832,750, including Maricopa, Pima, Coconino and Yavapai. No high-cost carve-out, no county lookup. And with full entitlement, that number is not even a cap on you, it is only the input to the guaranty math when you are on partial entitlement.

What Arizona veterans usually get wrong before they call me

  • They assume their spouse stays out of the file. In a community property state the spouse’s debts count even when the spouse is not a borrower.
  • They fall in love with a house with a pool before anyone checks the barrier and the equipment.
  • They budget nothing for the septic transfer inspection on a rural property.
  • They assume a 100 percent rating means the tax exemption is automatic. It is an annual application with an income test.

Does your spouse’s credit count if only you are on the loan?

The debts do, and this is the Arizona detail that surprises people most. Arizona is a community property state, so a VA loan treats your spouse’s obligations as part of the picture even if only you are on the note and on title.

Their payments count in your debt ratio and against your residual income. Their credit score does not become your score, so a spouse with a low score does not by itself sink the file, but a spouse with $900 of car and card payments absolutely can. Bring me those numbers at the application, not in underwriting.

A credit inquiry on a non-purchasing spouse is a normal part of an Arizona file, not a sign that something has gone wrong.

Do disabled veterans get a property tax break in Arizona?

Yes, and Arizona’s rules changed recently in a way that is very good for some veterans and worthless to others, because the whole thing is income tested.

Arizona law, verified against A.R.S. 42-11111 and Department of Revenue guidance

  • A 100 percent service-connected rating gets a full exemption on the primary residence, with no cap on value, starting with tax year 2026.
  • A lower rating, or a 100 percent rating that is not service-connected, gets $4,873 of assessed value for 2026, multiplied by your disability percentage. The $4,188 figure still printed in the statute text is the unindexed base.
  • Everything is income tested. For 2026 the household income limit is $39,865, or $47,826 with minor or disabled children. VA disability pay and Social Security do not count toward it.
  • You file form 82514 every year with your county assessor, between the first Monday in January and March 1.
  • Counties have not all applied the 2026 change the same way. Get your county assessor’s current-year treatment in writing before you rely on it.

What will the VA appraiser catch in an Arizona house?

The VA appraisal is a value opinion plus a minimum property requirements review. It is not a home inspection. The Arizona list looks different from anywhere else I lend:

  • Pools. A pool is not a problem, but an empty pool, failing equipment or a missing safety barrier can be. Budget for the barrier question before you write the offer.
  • Cooling. The house needs a working cooling system. Evaporative coolers are common here and generally acceptable when they cool the house adequately, but a dead unit in July is a repair item, not a detail.
  • Septic transfer inspections. On a rural property Arizona requires the on-site wastewater system to be inspected before the ownership transfer is completed, which takes time your contract has to allow for.
  • Shared wells in the outlying areas, which need a recorded agreement covering maintenance and access.
  • A wood-destroying insect report. Arizona is on VA’s statewide list, and here it is usually subterranean termites rather than anything exotic.

That is the start of VA’s shared-well rule, and the practical version is that a handshake with the neighbour is not enough. There has to be a recorded agreement, and the water has to be documented as safe and sufficient. On Arizona acreage this is the single most common reason a rural file runs long.

Story time: a plan with a date on it

The wage was real. Underwriting thought it looked too good.

The problem. A veteran had an offer letter from a family-owned trade business at an hourly rate well above what public wage data shows for that job in that region. Family employment plus an above-market wage is exactly the combination that draws underwriting scrutiny.

What I did. I took it to underwriting management before we ran the file, with the market comparison in hand, and asked plainly whether that wage would hold up rather than finding out later in conditions.

How it ended. Underwriting confirmed the rate sat near the top of the acceptable range but was workable, so the file runs at the stated wage.

When something in a file looks unusual, get the underwriter’s read before it is an underwriting condition.

Why does residual income matter more than your debt ratio?

Because residual income is the test that decides borderline files. It is the money left every month after the mortgage, taxes, insurance, HOA dues, your debts, estimated income tax and a maintenance figure the underwriter calculates from the size of the house. Arizona sits in VA’s West region, which carries the highest figures in the country.

“It is a guide and, as an underwriting factor, it is secondary to the residual income. It should not automatically trigger approval or rejection of a loan.”

A debt ratio over 41 percent is not a denial on a VA loan, it is a documentation requirement. Strong residual income is the compensating factor underwriters write down most often, and in Arizona the thing that quietly eats residual income is HOA dues.

Are there Arizona programs you can pair with a VA loan?

Arizona has state and county housing programs that VA loans can be run through, including the Arizona Industrial Development Authority’s Home Plus program and, in Maricopa County, the long-running Home in Five program.

My honest read: a VA loan already asks you for nothing down, so these programs mostly add income limits and their own overlays on top of that. A motivated seller paying 3 percent in concessions usually beats the program version with far less paperwork, especially on Arizona resale where HOA dues and pool repairs are already eating the budget. I will price both.

What if you are buying near Luke, Davis-Monthan or Fort Huachuca?

Then plan around timing and around resale. Arizona holds Luke Air Force Base in the West Valley, Davis-Monthan Air Force Base in Tucson, Fort Huachuca in Sierra Vista, Marine Corps Air Station Yuma and the Yuma Proving Ground.

  • PCS orders support occupancy intent, so you can buy before you report as long as you are moving in.
  • BAH is qualifying income when documented and expected to continue.
  • Resale depth varies hugely. The West Valley and Tucson move. Sierra Vista and Yuma are thinner markets, so buy something the next family also wants, and remember your loan is assumable.

What if credit, a bankruptcy or a foreclosure is the real problem?

Then start with the fact that VA sets no minimum credit score. Lenders set their own floors, and those floors are opinions, not rules.

“In circumstances not involving bankruptcy, satisfactory credit is generally considered to be re-established after the borrower(s), have made satisfactory payments for 12 months after the date the last derogatory credit item was satisfied.”

Not 12 months with no late payments ever. Twelve months of satisfactory payments counted from when the last bad item was resolved, which is why paying off an old collection today can restart a clock you had nearly finished.

Arizona specifics that change a credit answer

  • Arizona foreclosures are usually non-judicial trustee’s sales and move fast. VA disregards a foreclosure finalized more than two years before closing, and the trustee’s sale date is the one that counts.
  • Because Arizona is a community property state, a non-borrowing spouse’s collections and payments are part of the analysis.
  • Medical collections that never became a judgment or lien can be disregarded entirely.
  • After a Chapter 7, VA looks for two years from discharge to closing. A Chapter 13 can work during the plan after 12 months of satisfactory payments with trustee approval.

The lender said the score was too low. The report they were reading was two months old.

The problem. A veteran needed a manual underwrite. The first answer back from the lender was no, because the score on file was below their internal minimum for a manual file. VA itself does not publish that number. The lender does.

What I did. I checked the date on the report they were quoting and it was from the summer. I pulled the current one and the middle score had come up enough to clear their minimum, so I sent the newer report over. That moved the conversation to the real question, which was whether he had re-established credit: no late payments in the most recent twelve months and a two year housing history paid as agreed. The lender also made clear that every derogatory account still has to be explained, no matter how old or how small the balance.

How it ended. The score objection went away and the file moved into the re-established credit review. The ending is not in my sent mail, so I am not going to claim one.

A credit score cutoff is usually a lender overlay, not a VA rule, and overlays are worth pushing back on with current facts. Old credit reports get files denied that should not be denied.

What do Arizona closing costs actually look like?

Cheaper than most states on the government side. Arizona’s constitution bars a real estate transfer tax, so there is no state or county transfer tax on your purchase. What you do see:

  • An affidavit of property value recorded with the deed, with a small filing fee.
  • Escrow and title charges, since Arizona closes through escrow rather than through an attorney.
  • The VA 1 percent lender fee ceiling, which caps lender-side charges whatever they are named.
  • Prepaids and HOA transfer fees, which in Arizona subdivisions are real money and frequently forgotten in the estimate.
  • Seller concessions of up to 4 percent of reasonable value, which in a 64-day market is where your cash to close actually gets solved.

What if the Arizona house you want needs work?

Then you have three paths: seller repairs before closing, VA renovation financing after closing, or a repair escrow for a short list of postponed exterior items.

That is VA’s test for eligible work. A roof, HVAC, electrical, windows, a kitchen, a bath and accessibility work on an ordinary Arizona house all pass. A pool does not, which matters here more than in most states.

The most common Arizona renovation file I see is an older Phoenix or Tucson house that needs a full HVAC replacement and a roof, which is exactly the work this financing was built for. The Arizona renovation page has the as-completed value math and the current lender overlays with dates.

Arizona VA loan questions I get every week

Is the VA loan limit different in Maricopa or Coconino County?

No. All 15 counties are at $832,750 for 2026, and with full entitlement there is no VA maximum at all.

Can I buy a house with a pool using a VA loan?

Yes. The pool has to be safe and functional, and the barrier requirements have to be met. An empty or broken pool becomes a repair item.

My spouse has bad credit and is not on the loan. Does it matter in Arizona?

Their score is not your score, but their debts are counted because Arizona is a community property state. Bring the numbers early.

Can VA disability income be used to qualify?

Yes. It is stable, documented and tax-free, it can be grossed up for the ratio, and it removes the funding fee.

How long does a VA purchase take to close in Arizona?

Thirty to 45 days is normal. Septic transfer inspections, shared-well agreements and pool repairs are what stretch it.
