VA Manual Underwriting in Ohio

Manually underwritten VA files are the core of what I do: files an automated system sent back as a “Refer,” credit that is still healing, higher debt ratios, and veterans who were already told no somewhere else. If you are a veteran, active duty service member, Guard or Reserve member, or a surviving spouse buying or refinancing in Ohio, and a lender turned you down because of a computer decision, that decision was the lender’s, not VA’s.

VA manual underwriting means a human underwriter reviews your file by hand against VA’s credit standards instead of leaning on an automated risk classification. VA has no minimum credit score. Individual lenders set their own minimums, and those are lender overlays, not VA rules. Who does VA manual underwriting in Ohio?

I do. I work with veterans statewide from Dayton, including Cincinnati, Columbus, Cleveland, Toledo, Akron, Canton, Youngstown, Springfield, Parma and Lorain, plus the Wright-Patterson Air Force Base communities in Greene and Montgomery counties. What is VA manual underwriting?

Every VA loan starts by running through an automated underwriting system (AUS) such as Desktop Underwriter or Loan Prospector. The system returns a risk classification, not a decision. When it returns “Refer,” a person has to underwrite the file. VA is explicit about this:

“The automated systems do not approve or disapprove loans. They merely determine a risk classification. It is still the lenders underwriter’s decision whether or not to approve the loan.”

A “Refer” is not a denial. It moves the decision to a human being who is allowed to weigh your whole file. A lender that treats a Refer as an automatic no has made a business choice, not followed a VA requirement.

On a manual file the underwriter documents your creditworthiness on VA Form 26-6393, Loan Analysis, and signs it. The factors VA itself lists as valid compensating factors include excellent credit history, conservative use of consumer credit, minimal consumer debt, long-term employment, significant liquid assets, a sizable down payment, equity in a refinance, little or no increase in shelter expense, military benefits, satisfactory homeownership experience, high residual income and a low debt-to-income ratio. VA also warns that compensating factors cannot make up for unsatisfactory credit, and that simply meeting a basic program requirement is not a compensating factor.

Most “you don’t qualify” conversations in Ohio come from the right column of this table, not the left one.

Ohio residual income numbers on a manual VA file

Residual income is the money left over each month after your mortgage payment, taxes, insurance and all other debts. On a manually underwritten file it matters more than your credit score, and the required amount depends on where you live. VA groups Ohio into its Midwest region along with Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wisconsin.

For a family over five, add $80 per additional person on loans of $80,000 and above (or $75 on smaller loans), up to a family of seven. Family size counts everyone in the household who depends on you, including a spouse who is not on the note.

Two details in the handbook help a lot of Ohio files. First, the guideline figure is reduced by five percent if the borrower is an active duty or retired service member, or if there is a clear indication the borrower will use military-based facilities near the property. For a household of four on a loan above $80,000 that turns $1,003 into about $953, which matters near Wright-Patterson Air Force Base. Second, the number is a guide, not a cutoff:

“VA’s minimum residual incomes (balance available for family support) are a guide. They should not automatically trigger approval or rejection of a loan. Instead, consider residual income in conjunction with all other credit factors.”

Clearing the table figure by a dollar is not automatic approval, and missing it by a dollar is not an automatic denial. VA does say, in the same topic, that inadequate residual income alone can be a basis for disapproving a loan, so the calculation still has to be respected.

What changes when your file is a Refer

A manual file is not a different loan program. It is the same VA loan with more documentation. Compared with an “Accept” or “Approve” file, VA’s documentation tables call for the following on a Refer:

  • A 24 month rental history, verified directly from the landlord, through the credit report, or with cancelled checks.
  • A written explanation for derogatory credit, with the underwriter’s assessment of creditworthiness written on VA Form 26-6393.
  • Direct verification of significant non-mortgage debts that are missing from the credit report, meaning debts whose monthly payment exceeds 2 percent of the stable monthly income for all borrowers.
  • Telephone verification of current employment, and a full two year employment history.
  • Proof of deposit for three months plus the divorce decree pages if alimony or child support is being counted as income.

None of that is unusual paperwork. It is the reason manual files close: the underwriter can see the whole picture, including payment shock and how you handled a similar housing payment before.

Can you get a VA loan in Ohio with bad credit?

Often yes. VA has no minimum credit score and it tells underwriters to look at overall payment patterns rather than isolated problems. Timing is what usually decides it:

“In circumstances not involving bankruptcy, satisfactory credit is generally considered to be re-established after the borrower(s), have made satisfactory payments for 12 months after the date the last derogatory credit item was satisfied.”

The 12 months runs from when the last derogatory item was satisfied, not from the day it first appeared. That is why the order of operations matters, and why paying a collection at the wrong moment can restart your clock. “You need a clean 12 months of payments” is a lender reading of this rule, not the rule itself.

Other credit rules that come up constantly on Ohio manual files:

  • Medical collections. Lenders may disregard identifiable medical collections and medical charge-offs that have not been reduced to a judgment or lien, and they do not have to be paid off as a condition of approval.
  • Non-medical collections with no payment arrangement. These are counted at 5 percent of the balance divided by 12 months. A $10,000 collection counts as roughly $41.67 a month, not 5 percent per month.
  • Judgments. A balance reduced to judgment has to be paid in full or be on a repayment plan with a history of timely payments.
  • No credit history. Absence of credit is not generally an adverse factor. Nontraditional credit such as rent, utilities and insurance can be used.

What if your debt-to-income ratio is over 41 percent?

A ratio over 41 percent is not a stop sign on a VA loan. It triggers extra scrutiny and, in most cases, a documented justification.

“Include a statement justifying the reasons for approval, signed by the underwriter’s supervisor, unless residual income exceeds the guideline by at least 20 percent.”

So there are two ways through a ratio above 41 percent: a supervisor signed justification listing your compensating factors, or residual income at least 20 percent above the guideline. For a Midwest household of four on a loan above $80,000, 20 percent over $1,003 means about $1,204 left over each month.

Two Ohio numbers that decide tight manual files

On a manually underwritten file the payment figure matters more than usual, so check these before you shop. Ohio’s disabled veteran property tax exemption shields $58,000 of your home’s market value from property tax at a total service-connected rating, double the ordinary homestead exemption and not income tested. A verified exemption lowers the tax line inside your monthly payment, and that can decide a tight residual income calculation.

Second, Ohio collects property taxes in arrears and counties bill on their own schedules, so the tax proration at closing and the first escrow deposit can look strange compared with other states. How property tax prorations work in Ohio walks through it.

Previously denied for a VA loan in Ohio? Here is the next step

Bring the denial with you. Three things tell us quickly whether a manual approval is realistic: the AUS findings (Accept, Approve or Refer), the reason the last lender gave, and the date the last derogatory item on your credit was satisfied. From there the file either needs to be worked now or needs a short, specific plan first.

Do I have to start over if another lender already denied me?

No. A new application is required, but the documents you already gathered are reusable, and a denial based on a lender overlay says nothing about whether another investor will underwrite the file manually.

Does manual underwriting mean a higher rate?

Pricing depends on the investor, your credit profile and the market on the day you lock, so no rate can be quoted here. Manual underwriting by itself is a documentation path, not a rate program.

How long does a manual VA underwrite take?

Expect more document requests than an automated file, mostly around rent history, employment and letters of explanation. Turn times depend on the investor and how fast the paperwork comes back.

Can I use VA disability income to qualify?

Yes. VA disability compensation is stable, tax-free income. Tax-free income can also be grossed up at 125 percent for the debt-to-income ratio calculation, though not for residual income, which uses actual income only.
